Definition: The Medicare Hospice Benefit was established in 1982 under the Tax Equity and Fiscal Responsibility Act (TEFRA). It defines a patient's eligibility for the benefit based on life expectancy, the services hospice providers were to offer, and the reimbursement for those services.
